Power transmission moves large quantities of power over long distances at high voltage. For example moving power from a large generator to a big city. Distribution moves power to and from the transmission system at lower voltages, and distributes it to and between homes, businesses and industry.

Modernization improves reliability, integrates renewables and storage, enhances visibility and control, and reduces outage and safety risks. It also prepares networks for electrification and future load growth.

Utilities can upgrade to higher voltages, deploy advanced conductors, add dynamic line rating, optimize protection settings, and upgrade substations. These measures can unlock capacity faster than building new corridors.

Key drivers include permitting and environmental reviews, right-of-way and land acquisition, design complexity, supply chain lead times, outage windows and construction complexity.

Utilities use interconnection studies and hosting-capacity analysis, to determine the need for flexible energy management, new infrastructure, protection and control upgrades, voltage regulation, and communications for monitoring and control to maintain safety and stability.

Replacing aging infrastructure and hardening assets against fire, flood and extreme weather risk are central to improving resilience. Utilities are investing in targeted undergrounding, wildfire mitigation, flood protection and advanced protection systems—often driven by regulatory safety and reliability targets.

Utilities should assess existing underground infrastructure, crossings of water bodies, roads and railways, and potential impacts to woodlands and tree root systems. Soil conditions, flood risk, repair access and lifecycle cost also matter. Undergrounding can reduce exposure to weather and wildfire risk, but it is not the right solution in every location.
