
The City of San Marcos, Texas, unanimously approved a 10-year contract extension for the operations and maintenance (O&M) of the city’s 9-million-gallon-per-day wastewater treatment plant (WWTP). The renewal builds on Jacobs’ long-standing relationship with the city, which began in 2005.
“With a 20-year history, Jacobs has deep local roots and a personal interest in the success of the city,” says Executive Director of Operations Kevin Dahl. “Our established team is familiar with the facilities, processes and performance expectations and remains committed to assisting with the city’s long-term growth and sustainability. We look forward to the collective impact we’ll make in the next decade.”
Driving sustainable outcomes for San Marcos’ wastewater systems
Over the next 10 years, Jacobs’ multi-disciplinary team will support the city’s WWTP expansion, including capital improvement planning and implementation, facility design, start-up, commissioning and related engineering services. The expansion plan will help the plant meet increasing demand as the community continues to grow.

The new contract includes investment in advanced digital tools and technologies to optimize operations, generate power and chemical savings and safeguard the city’s critical infrastructure:
- Development of a WWTP supervisory control and data acquisition (SCADA) master plan to maintain compliance with cybersecurity standards.
- Implementation of our ReplicaTM simulation platform to create a WWTP digital twin and support data-driven decisions during expansion.
- Use of our Intelligent O&M technology to improve plant performance.
