Weathering the storm: A key partner for community resilience
In September 2017, Hurricane Maria devastated Dominica, St. Croix and Puerto Rico. The Category 5 hurricane was the worst natural disaster in history to affect those islands, causing wide-spread flooding, wind damage, major infrastructure loss and power outages. More specifically, the hurricane impacted the operations of drinking water systems throughout the islands, and then more than ever, safe drinking water was vital to public health. In Puerto Rico, a client-partner of Jacobs’ Operations Management and Facilities Services (OMFS) practice, the Puerto Rico Aqueduct and Sewer Authority (PRASA), which is responsible for water quality, water management and water supply in Puerto Rico, was heavily impacted by the storm. Jacobs played a vital role in returning and maintaining essential services to the community, providing the drinking water system with support and resources needed to prepare for and address unexpected failures during the storm. Preparing for swift response and recovery In months following Hurricane Maria, thousands of Puerto Ricans were living under tarp roofs or still dealing with lack of power, but safe drinking water provided some relief. Due to advanced preparations, Jacobs made critical repairs and returned the client’s drinking-water facilities to service soon after the storms passed. After the storm, the project lost power and the team operated the plant on generators for several weeks. Even as a main generator broke, the team secured a new emergency generator within 48 hours. Staff spent days clearing debris in order to gain access to the raw water pump station and other remote facilities
Referral brings connectivity, collaboration, first toll road investment by Ullico Infrastructure Fund
Through a referral from the Royal Bank of Canada, our capital and transactions advisory, technical and traffic engineering team advised our client Ullico Infrastructure Fund ( Ullico) to complete its first toll road investment. This is an acquisition of a minority interest in a 42-year operating concession. The transaction reached financial close at the height of the COVID-19 crisis on March 31, 2020 with a major investment in Metropistas, an operating toll road concessionaire in Puerto Rico. In December 2019, as most people were preparing for the holiday season, Jacobs was starting a new advisory relationship with Ullico and COVID-19 was creeping into our lives around the world. As Ullico was evaluating its intended investment in an operating concession in Puerto Rico, it needed an independent, credible analysis of the technical and operational merits of the toll roads in question. Our team worked across several continents and featured multiple disciplines – capital and transaction advisory, traffic engineering, toll financing and technical assessments including roadway and structural evaluations. “With Ullico, the notable feat is that this transaction achieved financial close during the peak month for COVID-19 in March after a period when hardly any traffic showed up on the toll roads.” Jacobs’ Strategic Consulting group’s Yuval Cohen shared. “The client focused on the long-term performance potential of the roads that play a critical role in the island economy. Our work informed them on the long-term dynamics of roads that have experienced rapid declines right now but likely to emerge stronger after

Drinking Water Week: Cedar Water Treatment Facility team
As we celebrate Drinking Water Week, May 3 – 9, 2020, we’re highlighting how Jacobs is making this year’s theme, “It is there when you need it,” a reality through our projects and team of dreamers, makers and doers. In this article, explore the 20-year partnership between Jacobs and Seattle Public Utilities at the Cedar Water Treatment Facility. A cleaner way to clean water When more than a million Seattleites turn a faucet knob for their clear, high-quality treated water, they might be unaware of the planning, vision and labor that brought that precious resource to their glass, water bottle or recipe. A public-private partnership spanning 20 years between Jacobs and Seattle Public Utilities (SPU) created the Cedar Water Treatment Facility, which went on line in 2004 and produces 70 % of the water supply for Washington’s largest metropolitan area. SPU and Jacobs collaborated to design, build and operate upgrades to the 180-million-gallon-per-day water plant. Our agreement and delivery strategy were pioneering in their time, and our mutual focus on sustainability added another element of vision to the project. Cedar is a showcase for forward-thinking environmental enhancements. Designers re-used some buildings and equipment from the original water facilities on the site. The former treatment plant is now the chlorination facility, and pipelines onsite are now ozone-contact chambers. Cedar’s operations building is certified as a Leadership in Energy and Environmental Design Gold level facility. It includes design elements that save energy, mitigate resource use and minimize environmental impact. Jacobs Cedar Project
There when you need us: Jacobs contract operators help communities keep clean water flowing
As we celebrate Drinking Water Week, May 3 – 9, 2020, Jacobs’ Vice President of Operations Management and Facilities Services Steve Meininger reflects on the critical role played by water operators. Welcome to Drinking Water Week! This year’s DWW theme – There when you need it – is especially fitting . Clean water is always important, and now, as we continue addressing a global pandemic, the role of a safe, reliable water supply to support public health and sanitation cannot be overstated. Local governments and regulated utilities must deliver water to residents and businesses, and many water suppliers face challenges in addition to, or resulting from, managing COVID-19 response. Revenue reductions, strained budgets, aging equipment, growing demand, workforce shortages and tightening regulations can hinder consistent water service. In response to these issues, communities across the U.S., serving more than 37 million people, have opted to contract out their water utility operations. As an industry-leading contract operator, Jacobs brings our client-partners outsourced operations and advisory services that help them make the most of their water treatment facilities, distribution systems and related infrastructure. Our services afford communities a number of benefits to help move them forward. Benefits include: Risk transfer. Local governments must deliver a multitude of services in all conditions. They often employ large staffs at considerable financial exposure for payroll, benefits, training and supplies. Outsourcing water utility operations transfers most or all risk to the operator. The client retains ownership and overall decision-making authority for its assets, but can focus
