Big Questions

How do you manage the complexity of nuclear programs?

Meet Matt Gaunt, a program manager who turns early questions into clear options, risks and commitments — so teams can move forward with confidence

When Matt Gaunt started working on nuclear projects and programs, he was overwhelmed by the sheer scale and complexity of delivering technically demanding solutions.

But now, with nearly 40 years of professional experience, Matt knows that working through complexity isn’t about pretending the task is smaller than it is. Instead, the biggest challenges must be broken down into parts that can be understood, prioritized and focused on in a structured, clear way. Nuclear projects and programs are full of interdependencies, demanding regulatory pathways, technical uncertainty and multiple stakeholders pulling in different directions, making it easy to get lost. But by breaking it down into logical components such as design maturity, licensing, supply chain readiness, safety case progress, customer interfaces or program risk, the picture becomes clearer.

Matt believes that progress in nuclear comes from keeping it simple. He starts with what matters most, digs in until he understands it, and then moves to the next piece. That mindset has never failed him, and it’s how he ensures teams stay focused, calm and effective, even when the up-hill climb feels huge.

Now, nuclear development is a huge, complex challenge, but it’s also a once-in-a-generation opportunity to strengthen energy security and accelerate decarbonization Matt understands that success depends on pairing deep technical expertise with integrated delivery and trusted partnerships across clients, countries and regulators.

Start with key decisions instead of deliverables

Early-stage nuclear programs move faster when teams agree on the critical decisions behind every milestone.

Matt began his career in hands-on engineering roles and progressed through positions of increasing responsibility across the nuclear and defense sectors. That journey, from mechanical craft apprentice to project and program leader, shaped how he approaches complex delivery: make the problem understandable, then make it actionable. It also provided him with deep expertise in delivering challenging programs within highly regulated industries.

For many nuclear owners and operators, the pain points are familiar. The requirements come from multiple directions, and the stakeholder map is crowded. Matt’s approach is to create a simple decision framework that connects what the client needs, what regulators require and what the supply chain can realistically deliver.

He’s particularly focused on the ‘front end,’ where ambiguity is highest and rework is most expensive. By turning early ideas into clear options, risks and commitments, he empowers teams to build a credible plan for approvals, design maturity, procurement and construction readiness.

Build confidence at the interfaces

Matt has supported projects at nine nuclear licensed sites during his career, which has reinforced a simple lesson: every site has its own constraints, culture and ways of working. The fastest way to lose time is to assume one set of rules will fit all. Safe, predictable delivery depends on how well teams manage the handoffs between disciplines, partners and sites.

He’s passionate about delivering complex work safely, collaboratively and with clarity — especially where technical precision and regulatory rigor are critical. Among his proudest achievements are leading high-stakes nuclear and defense programs in the U.K. and across Europe, supporting national-level initiatives and mentoring teams through complex technical and organizational challenges.
