We also use the following databases to locate small businesses for our subcontracting needs:

The SAM and DSBS are free and are the main sourcing databases used by all federal agencies and their contractors. 

We recommend that your firm's profile in any database be current at all times with as much information as possible. As we identify opportunities that parallel your firm's capabilities or supplies, a solicitation may be sent to you requesting a proposal submittal.

We have a policy signed annually by our CEO to provide subcontracting opportunities to small businesses to the maximum extent practicable under our federal contracts.

It is Jacobs’ policy to maintain a strong competitive supplier base that meets legal and contractual requirements by and for our clients by building meaningful partnerships with small businesses that provide exceptional value to our clients, our projects, and the communities we serve. 

Possible support activities

In an effort to ensure small businesses have a fair opportunity to participate in subcontracts with Jacobs, we may extend the following assistance when determined by Jacobs to be appropriate:

  • Developing a mentor/protégé relationship
  • Providing adequate bid time
  • Providing business advice and counseling regarding specifications
  • Participating in community outreach events
  • Providing procurement assistance
  • Providing technical assistance
  • Providing favorable/flexible payment terms
