Jacobs appointed strategic environmental & technical advisor to UK Ministry of Defence
Supporting the MOD’s single biggest estates change program within defense to improve facilities and deliver community benefits.
As the U.K. Ministry of Defence (MOD) modernizes its estate, defense infrastructure must respond to changing operational needs and aging assets. Programs within these types of frameworks are shaped by funding cycles, approvals and evolving defense priorities. This can create irregular demand and place greater pressure on speed and delivery certainty. Coupled with these challenges, there’s an industry-wide skills shortage and rising strain on supply chain capacity and resilience.
The way forward requires clear guidance, compliance and governance. Government Commercial Agency’s (GCA) Construction Professional Services 2 framework gives public sector organizations a compliant route to access construction and infrastructure professional services. Through Lot 5: Defence, the framework supports MOD estate transformation, secure infrastructure and investment aligned with priorities stated in the U.K. government’s Defence Investment Plan. This is one of eight lots on the four-year framework where Jacobs has been appointed as a supplier, and which cover a broad range of construction and infrastructure services.
Through this framework, Jacobs is supporting the Defence Infrastructure Organisation and service-led programs across the U.K. and international government estates. Jacobs is providing program management, technical advisory and design and engineering capabilities, all integrated into a coordinated delivery model for complex, regulated environments.
The role includes early-stage advisory, program delivery, New Engineering Contract (NEC) management, asset management and security-led infrastructure support. By engaging early, Jacobs can shape requirements and improve delivery performance, supporting infrastructure that strengthens operational readiness, resilience and long-term value for the U.K. public sector.
The appointment builds on Jacobs’ track record supporting U.K. government frameworks and major infrastructure programs. Jacobs was previously named as a supplier on the Crown Commercial Service’s latest Management Consultancy Framework, providing advisory services to support infrastructure delivery, improve value from public investment and advance major national programs.
Government Commercial Agency (GCA) is the U.K.’s central commercial and procurement organization, connecting public and private sectors to achieve the best outcomes for the U.K. and its citizens. GCA uses its commercial expertise to create a simpler procurement experience that redirects valuable resources into essential public services — creating value for the nation.
