Todd Williams
Todd O. Williams, P.E., BCEE, WEF Fellow is a global principal for residuals resource recovery at Jacobs, with more than 40 years of experience in biosolids and wastewater residuals management. He is a recognized leader in planning, design and operations, helping utilities develop sustainable treatment and resource recovery strategies.
Todd has led numerous biosolids master plans, including adaptive approaches to address emerging contaminants such as PFAS. He leads a team of specialists with expertise across the full range of residuals treatment technologies, supporting clients in selecting and implementing solutions that are effective, compliant and resilient.
A fellow of the Water Environment Federation, Todd has held leadership roles within key industry organizations and contributes to advancing best practices in biosolids management. He helps clients navigate evolving regulatory and technical challenges, delivering practical solutions that support long-term environmental performance and resource recovery goals.
