Stephen Pauling

Working with transportation authorities and infrastructure owners around the world — including Transport for London, Transport for Greater Manchester, Great British Railways, Utah Department of Transportation and Idaho Transportation Department — Stephen leads planning for major rail projects that unlock economic growth, identifying solutions that address rail capacity challenges and enhance connectivity. 

A leading strategic thinker with technical industry expert knowledge, he’s currently contributing to London Heathrow’s Airport Rail Connectivity project and the TransPennine Route Upgrade in the U.K., bringing creative ideas and cutting-edge innovation to both.  

In the U.K. rail devolution space, Stephen has contributed to the development of Transport for Greater Manchester’s (TfGM) regional rail devolution strategy, including the integration of rail services into the “Bee Network” — Greater Manchester's integrated public transport system — creating a more connected and customer-focused travel experience.
