Sam El-Jouzi

Sam El-Jouzi brings more than 25 years of experience across major rail infrastructure programs, working with clients, contractors and delivery partners in the United Kingdom and internationally. His background includes key roles supporting Transport for London’s High Speed 2 program, Crossrail and major rail projects delivered through contractor-led environments. 

With a strong foundation in rail civil engineering, Sam understands the complex interdependencies between infrastructure, systems, operations and stakeholders that shape successful rail delivery. He works across multidisciplinary teams to align technical, operational and community priorities throughout project development and delivery.

Sam is passionate about creating rail infrastructure that is centered on the end user, helping clients deliver projects that improve connectivity, passenger experience and long-term community outcomes. Known for his collaborative and delivery-focused approach, he supports programs that balance technical excellence with broader social and economic value.
