Philippa Carter

Philippa Carter is a project delivery lead and project manager in Jacobs’ Ports & Maritime practice, bringing more than 13 years of global experience across the United States, United Kingdom, Middle East, Europe, Africa and Asia. With a strong technical foundation in coastal and maritime engineering, she has a proven track record of delivering complex, multidisciplinary marine infrastructure projects. Philippa is recognized for her leadership and ability to lead diverse, cross-functional teams, manage full project lifecycles and champion innovative, technology-enabled solutions for clients.

Her expertise includes port master planning, port technology development, coastal engineering design and managing major capital programs. Philippa has delivered projects involving container terminals, LNG export facilities, bulk and general cargo ports, coastal protection and smart port automation, supported by advanced modelling capabilities and extensive experience in procurement and contract delivery.

Since joining Jacobs in 2013, she has held key roles across three regions— United States, United Kingdom, Middle East. Today, Philippa leads project delivery for the Ports & Maritime team in the US Northwest, helping major port clients advance modernization, electrification, coastal resilience and marine infrastructure programs that shape the future of sustainable waterfront development.
