With a background in environmental sciences, he applies integrated catchment management principles to understand how water, land and communities interact, helping clients develop place-based solutions that are resilient, compliant and built for long-term performance. 

He combines technical expertise with a practical, strategic approach, contributing to both project delivery and technical assurance across complex infrastructure programs. Known for his systems thinking and attention to detail, Phil leads multidisciplinary teams to address environmental and operational challenges while balancing technical requirements, regulatory expectations and project constraints.
