Paul Mullins
Paul is a Fellow of the Institution of Structural Engineers and the International Association of Bridge and Structural Engineers, with more than 25 years’ experience delivering major bridge across Ireland, the UK, Australia and Southeast Asia. Based in Malaysia, he leads the pursuit and delivery of transportation structures in the region, working with clients to develop solutions that are practical to build, maintain and operate. He has contributed to complex crossings and urban infrastructure, often in constrained or high-risk environments where early decisions shape long-term outcomes. He is also actively researching the climate resilience of bridge infrastructure, reflecting a growing focus on how networks respond to changing environmental conditions.
He is known for a clear, pragmatic approach that helps teams navigate complexity and keep projects moving from concept through to construction. Paul brings a strong understanding of how design, cost and programme interact, focusing on making sound decisions early and delivering solutions that perform over time.
