Colleen Clear

Colleen Clear is a construction management leader with extensive experience delivering complex transportation infrastructure programs that improve accessibility, safety and mobility for communities across the United States. As construction manager for Amtrak’s Americans with Disabilities Act (ADA) Stations Program, she leads the construction phase of a nationwide portfolio of station improvements, overseeing multidisciplinary teams and standardized delivery processes that allow projects to be executed consistently, efficiently and in compliance with federal accessibility requirements. Her collaborative leadership and focus on quality support one of the nation’s largest accessibility initiatives, creating infrastructure that expands independence and opportunity for millions of passengers. 

Since joining the Amtrak ADA Stations Program team in 2019, Colleen has helped grow the program from a collection of individual projects into a scalable national effort, establishing processes that enhance transparency, accountability and performance across dozens of concurrent initiatives. Drawing on a background in construction management and rail infrastructure, she combines technical precision with strategic program leadership to deliver reliable outcomes for clients while advancing equitable access to public transportation. Whether guiding teams in the field or shaping program standards, Colleen is driven by the belief that thoughtful infrastructure can make everyday travel safer, easier and more inclusive for everyone.
