With a robust engineering background and agile project management expertise, Patrick delivers lifecycle solutions that enable defense organizations to transform how they operate. 

His primary expertise lies in defense transformation, large-scale defense procurement, business intelligence and analytics, and operational effectiveness. He has worked closely with global defense agencies, including the U.K. Ministry of Defence, U.S. Department of Defense, Canadian Department of National Defence, and Australian Defence Science and Technology Organisation, guiding major investments through assurance, scrutiny and investment approval, while supporting organizational change. He also supported the implementation of the U.K.’s Submarine Delivery Agency, ensuring it was fit for purpose and able to succeed as a standalone organization. 

As a partner and maritime account lead at Jacobs’ consultancy subsidiary, PA Consulting, Patrick delivers business solutions within the global defense and security sector. Drawing on experience in systems analysis, systems engineering, project management and technology delivery, he leads teams working with clients across defense, governmental agencies, NGOs, charities, policing and policy teams, and industry; developing solutions that address complex safety and security issues and contribute to safer and more secure societies.
