Melissa Savage

Melissa Savage is a senior transportation policy advisor at Jacobs with more than 25 years of experience working with federal, state and local agencies to advance transportation policy, funding strategies and program delivery. She specializes in helping agencies navigate evolving regulatory environments and align transportation investments with resilience, sustainability and decarbonization goals. 

Melissa has worked closely with state departments of transportation and government leaders to integrate climate resilience and emissions reduction into planning and project delivery. She brings deep experience in stakeholder engagement, facilitating collaboration across elected officials, agencies and industry to address complex policy challenges and build consensus. Her work supports agencies in securing funding, delivering programs effectively and responding to changing federal priorities.
