How can flood and coastal assets be optimized to deliver the best whole-life value?
When Patricia Nick looks at flood and coastal infrastructure, she sees a timing challenge as much as an engineering one.
The Environment Agency maintains about 76,000 flood assets across England. On the Thames Estuary, many flood defenses are already more than 30 years old, with some more than 100 years old.
For years, funding often prioritized new defenses over maintenance or refurbishment. This created reactive approaches, where interventions arrived late, increasing risk and cost.

Patricia’s approach is grounded in whole-life planning. Patricia worked with the client to embed this approach on TEAM2100, the Thames Estuary Asset Management program. The Thames Estuary flood defense system, including the Thames Barrier, protects 1.4 million people and $423 billion (£321 billion) of property, with asset management activities across more than 4,000 assets.
On TEAM2100, lifecycle modeling gives a clearer basis for action. It makes it easier to compare strategies and optimize cost and carbon, while planning for a range of future scenarios.
“One lesson I learned is that asset management really sticks when people understand the problem we’re solving, can see the cause and effect, and trust the data in front of them,” explains Patricia. “On TEAM2100, progress accelerated when tools and decisions were designed around that and when teams could see themselves as part of something bigger: building a resilient system that will protect communities long after individual projects are finished.”
This approach also integrates traditional engineering with innovative and nature-based solutions where they deliver the best value. Whole-life planning connects planning with appraisal, design, construction and operations so teams understand why interventions are needed and when. In framework environments, consistent asset strategies and assurance routines keep multiple partners working toward shared outcomes.
Make data work harder for delivery
Whole-life planning is only as strong as the evidence behind it. When asset data is weak, confidence drops and uncertainty is priced into decisions.
