Sam El-Jouzi

Sam El-Jouzi serves on the Strategic Pipeline Alliance board delivering Anglian Water's interconnector program, one of the U.K.'s largest water resilience investments. 

His wider portfolio spans complex, regulated infrastructure programs, including in high-speed rail where he supported client-side project and engineering management at scale. Sam is also Jacobs' global principal for high-speed rail, a Fellow of the Institution of Civil Engineers and a public speaker on program delivery, innovation and governance. 

The combination of alliance board experience, owner-side delivery insight and cross-sector major-program leadership gives him a practical perspective on how utilities can align risk, decisions and delivery outcomes across large capital programs.
