Kim serves as Jacobs’ Global Principal for road safety, supporting organizations including AASHTO, the Federal Highway Administration, the National Cooperative Highway Research Program, Departments of Transportation and the Transportation Research Board on major highway safety initiatives. 

A roadway engineer and safety specialist with more than 27 years of experience, Kim brings expertise in traffic modeling, capacity analysis, planning, preliminary design and multimodal road safety evaluation. She works with state and local agencies across the United States to develop practical, data-driven approaches that improve transportation safety and support long-term mobility goals. 

Kim also advises clients on legislative and regulatory requirements, helping agencies assess impacts on current policies and develop updated guidance, training and implementation strategies. She leads stakeholder workshops, training programs and collaborative discussions focused on initiatives such as the AASHTO Highway Safety Manual, the Safe System Approach, Vision Zero, Safe Streets and Roads for All and Highway Safety Improvement Programs. 

Known for combining technical expertise with collaborative leadership, Kim helps clients advance safer, more resilient transportation systems for all users.
