Bill McMillin
Bill McMillin is a global principal at Jacobs specializing in wet weather and collection systems management. A licensed professional engineer and board-certified water resources engineer, he brings more than 35 years of experience supporting utilities and agencies in addressing complex regulatory, operational and environmental challenges.
He has contributed to more than 100 projects worldwide, serving as a program manager, technical advisor and expert witness. His work spans integrated planning, water quality, asset management, climate resilience and regulatory compliance, including support for consent orders and enforcement negotiations.
Bill has also helped shape industry best practices through contributions to federal guidance on combined sewer overflow controls and publications such as the WEF Wet Weather Guide. An active leader in the professional community, he has held key roles within the Water Environment Federation and supported post-disaster infrastructure assessments, helping clients strengthen system performance and long-term resilience.
