Jane W. Blake
Jane Blake, MS, PMP, is Global Principal for Health Security at Jacobs, bringing decades of experience in biosurveillance, biosafety and biosecurity research and operations. She specializes in global health security strategy, laboratory systems and workforce development, supporting government clients in strengthening preparedness and response to biological threats.
Most recently, Jane served as science lead for the United Kingdom Health Security Agency’s National Biosurveillance Network, where she provided strategic leadership across biosurveillance, infectious disease and One Health laboratory integration. Her work included developing pathogen prioritization frameworks, designing data and analytics for high-consequence biosurveillance use cases, and leading simulation exercises to validate operational readiness.
Previously, she served as deputy program manager for the Defense Threat Reduction Agency’s Biological Threat Reduction Program, co-leading a large multidisciplinary team and helping develop sustainment strategies and performance measurement frameworks.
Jane is also a co-founder of multiple biosurveillance organizations and a recognized contributor to the field, with numerous publications and presentations focused on biodefense operations and research. She holds degrees in foreign service and microbiology and immunology from Georgetown University.
