Maureen Paul brings extensive experience in economic regulation, strategy and policy development, advising governments, regulators and energy companies on the transition to lower-carbon energy systems. She focuses on how regulatory frameworks can support investment, balance risk and deliver long-term value as the energy system evolves.
Before joining Jacobs, Maureen spent more than a decade at Ofgem, the United Kingdom’s energy regulator, where she held senior roles including chief economist. She led the development of approaches to assess the economic and environmental impacts of major regulatory decisions and played a key role in shaping decarbonization frameworks.
At Jacobs, Maureen helps clients navigate complex policy and regulatory environments, providing insight that supports robust decision-making. She works to align regulatory approaches with the pace and scale of the energy transition, enabling clients to plan and invest with greater confidence.
