David White

David is an experienced program and project leader with more than 30 years’ experience delivering complex, large-scale infrastructure in New Zealand, the United Kingdom, Thailand, Singapore, Australia, Abu Dhabi and Qatar. As program director, he leads projects across the full lifecycle, from early planning and design through procurement, construction, commissioning and handover. 

David is currently Program Director for the engineering, procurement and construction management joint venture for Sydney Water’s Upper South Creek Networks (USCN) program in Australia. Beginning in 2024, this 12-year initiative is delivering essential water infrastructure to support the rapid growth of Western Sydney. He leads a multidisciplinary team to deliver complex works, keeping the program aligned with client priorities while maintaining strong governance, commercial discipline and stakeholder engagement. 

Before this, he led Watercare’s Central Interceptor project in New Zealand. This seven-year, $840 billion (NZ $1.2 billion) program to future proof Auckland’s wastewater infrastructure commenced in 2019 and is expected to reach completion in mid-2026. Earlier in his career, David held senior roles on major programs in the Middle East and internationally, including  Abu Dhabi’s Strategic Tunnel Enhancement Program (STEP), Singapore’s Deep Tunnel Sewerage System and the early phases of London’s Thames Tideway Tunnel program. In each case, he supported clients to deliver reliable, future-ready infrastructure. Jacobs has been the program manager for Tideway since 2008.
