Jacobs Performs Traffic and Revenue Consulting Services During the Procurement Process for the Puerto Rico Toll Roads Monetization Project

Our services supported our client, Abertis Infraestructuras, SA in securing a 40-year contract to improve, finance, operate and maintain critical road infrastructure in Puerto Rico.

The road ahead for drivers in Puerto Rico is paved with safer, more reliable and resilient infrastructure. 

Since 2011, our client Autopistas Metropolitanas de Puerto Rico, LLC (AMPR) – which is majority owned by Abertis Infraestructuras, SA (Abertis) – has operated highways PR-5 and PR-22 on the island under a 50-year concession agreement with the Puerto Rico Highway and Transportation Authority (PRHTA). 

Jacobs recently assisted Abertis with a traffic and revenue study during the procurement process for the Puerto Rico Toll Roads Monetization Project, issued by the Puerto Rico Public-Private Partnerships Authority (P3) and PRHTA for the improvement, finance, operation and maintenance of four critical Puerto Rican toll roads: PR-20, PR-52, PR-53 and PR-66. As part of the traffic and revenue study, we developed an independent view of the potential traffic and associated revenue forecasts for the toll roads to aid Abertis in their proposal. 

In October, Abertis was selected as the preferred proponent for the 40-year contract to improve, finance, operate and maintain the four additional toll roads under a public-private partnership agreement. Puerto Rico Toll Roads LLC, a company wholly owned by Abertis as the Concessionaire, and PRHTA successfully reached financial close in December of 2023.

In addition to improving safety and reliability of Puerto Rico’s highways, the concession of the toll roads will fuel creation of more than 1,000 direct and indirect jobs according to PRHTA.
