How do you design a city that learns from people?

Imagine a city that learns from the people who live within it. 

The best smart cities listen to how people move, what they need, where systems fall short and what makes everyday life easier. 

“Digital technologies are giving planners richer insight into how places are actually experienced,” explains Katie. “Combined with more accessible tools for community engagement, the insights make it possible to shape cities in collaboration with people.”  

That’s where good masterplanning starts.  

Big data is a powerful catalyst for better decisions. From movement patterns and environmental monitoring to public sentiment and service usage, granular data reveals how cities truly function. When this insight is paired with lived experience, local insight and on-the-ground observation, planning decisions shift from assumption-driven to evidence-led, improving outcomes at both the city and building scale. 

None of this works without trust. “If data isn’t transparent or handled responsibly, it won’t be trusted. Ethical governance must be embedded from the beginning,” says Katie. “Cities must be clear about what data is collected, how it’s used and who benefits. Used responsibly, artificial intelligence doesn’t replace human-centered design, it strengthens it.” 

 
Start with the outcome that matters most  
For Katie, technology must always serve a purpose, instead of innovation for its own sake. Katie focuses on where technology can deliver the greatest real-world impact. Sometimes that means starting with the fundamentals: sensors that improve energy performance, digital wayfinding that reduces friction in complex spaces or apps that connect people to local services.  

In other cases, it means supporting clients to look further ahead — shaping masterplans that can adapt to emerging technologies such as autonomous mobility or advanced infrastructure systems.  

Katie acts as an integrator, working across disciplines to embed digital services into broader strategies, masterplans and building designs. Her project management and service design experience bridges the gap between vision and delivery, combining human-centered design thinking with the clarity and collaboration needed to bring complex digital ecosystems to life.  
 

Turning smart-city ambition into real-world delivery 
For many clients, the challenge isn’t a lack of ambition or technology, it’s knowing where to focus. Cities often have bold digital visions, but the real challenge is operationalizing them. This means prioritizing investments that will deliver the greatest value and coordinating delivery across disciplines to ensure digital systems work as part of a cohesive whole. 

Katie and her team bridge this gap. By combining strategy and service design with deep technical expertise across energy, water, waste and the wider built environment, they enable cities to move from aspiration to implementation. The result is digitally enabled infrastructure that is planned, coordinated and measurable from the outset.  

Whether the goal is carbon savings, operational efficiency or improved access to public services, success rarely comes from doing everything. It comes from focusing on interventions that truly move the dial. 

There’s often a perception that investment in digital infrastructure is prohibitively expensive, but when the right technologies are prioritized and aligned to strategic goals, the benefits can far outweigh the cost. 

 
What does success look like in the most progressive digitally enabled cities? 
Success can be seen through both hard metrics and human outcomes. On one side are measurable improvements — lower emissions, better resource efficiency and more reliable infrastructure. On the other side: the everyday experiences that shape how people live in a place. 

In digitally enabled, inclusive cities, services are intuitive and easy to use. Residents can access public services seamlessly, navigate environments effortlessly and engage meaningfully with city planning. 

This could mean an airport designed for frictionless passenger journeys or a neighborhood platform that helps residents understand what is happening around them. In both cases, simplicity and accessibility define success. 

At the same time, intelligent infrastructure lets cities operate more sustainably. Smart grids, responsive buildings and real-time environmental monitoring allow cities to reduce emissions while improving comfort and reliability. 

Take the example of a city like Barcelona, Spain. Through smart lighting and water management systems, the city has achieved $108 million (€92 million) in savings, reducing energy consumption while using water more efficiently. 

Mobility systems are also evolving. The most advanced cities integrate public transport, micromobility and emerging autonomous options into connected digital networks that make movement safer and cleaner while more efficient. 

Critically, these cities design infrastructure to respond dynamically to real-time conditions. Energy, water and transport systems become more resilient, improving emergency response while reducing resource use and operational costs. 

But perhaps most importantly, leading cities create space to test and learn. Through innovation districts, testbeds and clear governance frameworks, new technologies and services can be trialed and scaled. This culture of continuous innovation allows cities to adapt and evolve. 

 
The future of cities is already being shaped 
Her work encourages cities to move beyond isolated technology pilots and instead create conditions where innovation can scale. Through collaboration and thought leadership, including contributions to a recent World Economic Forum report on Innovation Districts, Katie empowers clients to understand how digital ecosystems can drive long-term economic growth.  

Innovation districts prove that the future of smart cities isn’t theoretical. By creating environments where new technologies can be tested and scaled, they show how digital infrastructure and data alongside collaboration can unlock new opportunities for cities and communities.  

For Katie, the opportunity is clear. The cities that lead in the future won’t be the ones with the most visible technology. They will be the ones that use technology wisely — to listen better, respond faster and create resilient places that feel more inclusive and more human.
