A veteran public transportation leader for more than 20 years, Freddie Fuller has served as a private sector consultant and public servant. And, it seems where Freddie goes, leadership roles are part of the equation.

Transit Industry Leadership

In addition to his role as the National Board Chair with the Conference of Minority Transportation Officials (COMTO), Freddie was elected to a three-year term as the Secretary/Treasurer of APTA after serving on the APTA Executive Committee for several years. As Secretary/Treasurer, Freddie has continued his industry outreach while supporting APTA during COVID-19, a financially challenging period for transit agencies. In addition to his current leadership roles, Freddie also participated in Leadership APTA and was selected as an ENO Foundation Fellow in 2006.  

Freddie has maintained an active role on the APTA Business Members Board of Governors (BMBG). In 2015, he became Chair of the APTA BMBG Legislative Committee. In 2017, he was named Vice Chair of the BMBG Budget Committee and appointed to the APTA Finance Committee. He also currently serves as Chair of the Finance Committee and a member of the American Public Transportation Foundation (APTF) Board of Directors and Chair of its Finance Committee.     

Enhancing Diversity

In addition to all his industry leadership, Freddie has worked tirelessly to help identify, promote and develop a more diverse workforce. Within Jacobs, Freddie is an active leader in our Harambee Employee Network, a group focused on sustaining and promoting African American talent within the company. Representing Harambee, Freddie visits universities to promote professional opportunities at Jacobs, helps to mentor interns and promotes the organization to senior Jacobs’ executives. Freddie has also continued his inclusion mission with Leadership APTA and at COMTO to identify diverse talent to support the growing industry. 

Partnering with Clients

As a member of our Strategic Consulting Group, Freddie builds Jacobs’ advanced fare payment practice, including working directly with agencies in New Orleans, Toronto, Charlotte and Baltimore on fare policy and fare technology initiatives. In addition to his enhancing the customer experience and operations management roles, Freddie has helped build a cohesive, internal network of professionals to deliver innovative services to our public transit clients. 

Freddie was also recently tapped to lead Jacobs’ state and local government outreach efforts. For this role, he coordinates with national organizations that represent state and local elected officials, including the National League of Cities, the US Conference of Mayors, and the African American Mayors Association.
