Rupert Leung

Jacobs Senior Director of Operations Rupert Leung has over 30 years of experience in leading major programs that solve complex geotechnical and infrastructure problems in Hong Kong, Southeast Asia, Australia, the Middle East and beyond. 

As Hong Kong grapples with challenges such as climate change, land scarcity, and demand for infrastructure development entailed by aspirations of the city, Rupert is leading our teams in the region to develop and deliver bold solutions that leave a positive legacy for generations to come.

He has played major roles contributing to critical tunnel and underground construction projects in the region, such as the, MTR Shatin to Central Link and Kwun Tong Line Extension, Trunk Road T2 in Hong Kong, Metro Manila Subway in the Philippines, and deep sewage conveyance tunnel systems both in Hong Kong and Singapore. . 

He has continual involvement in site formation, slopeworks and natural terrain hazard mitigation, currently directing and managing projects under the Landslip Prevention and Mitigation Program of Hong Kong, slope maintenance program of the Hong Kong Housing Authority, and the first phase development of the New Territories North - San Tin / Lok Ma Chau Development Node.

Apart from the above, Rupert is also experienced in the design and construction of deep and shallow foundations, deep excavation, reclamation and maritime structures.

Strengthening the engineering community in the region

Rupert was recently elected as the Vice President of The Hong Kong Institution of Engineers (HKIE) that advocates for the professional standing, interests and technical standards of local engineers across a broad spectrum of engineering specializations.

Commencing his five-year term as an office-bearer of HKIE, his primary focus will be on achieving five goals:  

  1. Promoting professionalism: Fostering a culture where engineering mindset and knowledge are applied collaboratively to solve problems pertinent to the society.
  2. Advancing sustainable development: Shaping a sustainable future by striving for carbon neutrality and building resilience against the effects of climate change.
  3. Inspiring young talent: Raising the profile of the engineering profession and instilling pride in young engineers about their profession.
  4. Collaborating globally: Exchanging knowledge and experiences with engineering minds around the world and sharing Hong Kong's success stories with them. 
  5. Building solidarity: Promoting more collaboration among HKIE divisions and committees to better address the evolving needs of the society.

Apart from HKIE, Rupert has also been actively contributing to the profession and the society through other professional and statutory bodies, such as serving in the Hong Kong Association of the Institution of Civil Engineers, co-founding the Hong Kong Temporary Works Forum, serving as chairman of the Drainage Appeal Board and the Geotechnical Engineers Registration Committee. 

Rupert holds a bachelor of science degree in engineering from the University of Hong Kong and a Diploma of Engineer from Ecole Nationale des Travaux Publics de l’Etat, France. He is a registered professional engineer (Civil, Geotechnical, Structural) and a registered geotechnical engineer in Hong Kong.
