Jacobs’ Operations Management and Facilities Services (OMFS) practice offers a full suite of custom-tailored operations, maintenance and facility-management services for water and wastewater utilities, public agencies and private industry. City of Wilmington, Delaware

We operate and maintain the City of Wilmington’s wastewater treatment plant (WWTP), combined sewer overflow facilities and its Renewable Energy Biosolids Facility. The WWTP is designed to treat 168 million galls per day (MGD), but sees an average flow of 67 MGD. We’re assisting with near-term optimization and repairs and helping the City plan and execute long-term capital upgrades and facility enhancements. We’re currently facilitating a 10-year $150-million capital improvement program.
Pima County, Arizona

Operating and maintaining the first-of-its kind facility that uses dissolved air flotation (DAF) for primary treatment. The Class A+ reclaimed water facility’s DAF clarification and related advanced-treatment processes reduce nitrogen and ammonia in effluent discharged and has a smaller footprint than any other facility of its kind. In 2022, we implemented Intelligent O&M to improve energy costs and make operations easier for site staff, in turn achieving 20% plant-wide power savings and reduced greenhouse gas emissions.
Atlanta Airlines Terminal Company

We maintain a safe and comfortable environment for 110 million travelers through Hartsfield-Jackson Atlanta International Airport, the world’s busiest airport. Our services cover 7.2-million-square-foot Central Passenger Terminal Complex, comprising the landside terminal building, seven concourses, central utility plants, train tunnels and passenger mall, Delta Dash and related building systems.
Florida Turnpike Enterprise, Florida Department of Transportation

Serve as the traffic operations and intelligent transportation systems engineering management general consultant for Florida’s Turnpike Enterprise, a division of the Florida Department of Transportation. In this role we manage more than 500 miles of fiber optic network, CCTVs, Dynamic Message Signs, vehicle detection system, wrong way detection devices and other field devices to provide real-time data and visibility to the Turnpike Traffic Management Centers. Additionally, we are currently working to help develop and apply connected and autonomous vehicle systems in the transportation network through testing technology and applications on the system.
Florida Turnpike Enterprise, Florida Department of Transportation

We are also the roadway and facilities maintenance engineering management general consultant to Florida’s Turnpike Enterprise. Under this program we provide support to the structures inspection and maintenance program, contract development, administration and management, environmental program oversight, permitting, safety and emergency management for more than 500 miles of toll roads, bridges and infrastructure across the state for the agency.
The Villages, Florida

We deliver comprehensive O&M services of public and private utility systems, as well as residential and commercial solid waste collection services for one of the fastest-growing metros in the U.S. Facilities include 16 water treatment systems, 5 wastewater treatment plants, wastewater collection, water distribution systems, water meter reading, irrigation systems and a large fleet of solid waste collection trucks. The unique, long-term partnership has proven effective to meet the needs of 135,000 residents and other stakeholders in a privately developed city that grows 3,000 to 4,000 households per year.
City of Fayetteville, Arkansas

We have performed O&M of the city’s two municipal wastewater treatment facilities, the biosolids management system, collection pump station systems and other infrastructure systems since 1987. We continue to identify beneficial technical solutions that deliver cutting-edge, cost-efficient benefits for the city. We have been recognized multiple times by a consortium of industry associations, including the City of Fayetteville 2023 Mayor’s Award, and the Water Environment Federation as a Utility of the Future Today with achievements noted for biosolids management, energy generation and recovery, and watershed management.
City of Centennial, Colorado

We provide comprehensive municipal public works services, including fleet maintenance, facilities management, park maintenance, traffic engineering, traffic management, snow removal, street rehabilitation, code compliance, management of field service contractors, staffing of the citizen response center and capital program management. In 2016, the Centennial Public Works Department achieved American Public Works Association Accreditation, the first privately run public works agency in the U.S. to do so, and full reaccreditation was received in 2021.
Lockheed Martin Rotary and Mission Systems

We’ve supported Lockheed Martin with design, construction management and facility management services since 2013. The 1.1-million-square-foot facility is on a 253-acre site, and the average building age is greater than 30 years. Our facility services include preventive, predictive and corrective maintenance; 24/7 facility maintenance services; call center operations; machine shop repair, HVAC mechanics; carpentry and general craftsmen services; plumbing; planning and scheduling; procurement; subcontract management and minor construction initiatives.
City of Rio Rancho, New Mexico

Complete O&M of the city’s WWTP and water treatment plant (WTP) serving a population of over 100,000. The wastewater system consists of three wastewater treatment facilities, two of which are membrane reactors systems. The water treatment consists of 14 ground water WTPs, 10 arsenic treatment facilities, 9 booster stations and 18 reservoirs.
City of Johns Creek, Georgia

Johns Creek is one of the largest cities in Georgia. Our work includes transportation planning, traffic engineering, field services, solid waste coordination, stormwater utility management, construction management, capital planning and grant assistance. In recent years, we helped the city win over $140 million in transportation funding from the state. And in 2018, the Public Works Department was named the Public Works Department of the Year by the Georgia Section of the Institute of Transportation Engineers.
Confidential Railroad Client

We operate and maintain industrial wastewater treatment systems and potable water wells at multiple sites. The treatment technologies range from passive oil/water separation to diffused air flotation thickeners, liquids and solids storage, ultrafiltration units for metals removal, and solids dewatering via centrifuge. Annually, we treat more than 150 million gallons of water and monitor more than 2,000 regulatory compliance parameters.
City of Tucker, Georgia

The city incorporated in 2016 and hired us to start up its services. The partnership continues as the city continues to add services. Current operations include code enforcement, planning and zoning, building inspections, land development, city engineering, communications, business outreach and the citizen response center.

Greg Fischer, Vice President and Director of Design-Build and OMFS

Greg serves as the Vice President and Director of Design-Build and OMFS, having been with Jacobs for over 17 years. He leads more than 2,700 staff that deliver complex DB, design-build-operate, O&M, and facilities services projects throughout North America. His professional experience spans more than three decades, working in various roles managing design, construction and operation of public and private water and wastewater treatment facilities.
Kevin Dahl, East Region Operations Director

Kevin has 25 years of experience in operations, management and engineering of wastewater treatment systems for public agencies and industries. Today he is responsible for all municipal operations business in the East Region. His responsibilities include oversight of existing contracts and performance in safety, compliance, financial and maintenance for over 50 water and wastewater facility operations.
Paul Rheault, West Region Operations Director

Paul has over four decades of experience in water and wastewater utilities for the public, private and military sectors. His broad knowledge and skills encompass water utility and public works O&M, optimization, technology application and business development. He is currently responsible for client satisfaction, operations and financial performance, and safety for over 40 water and wastewater facility operations and associates delivering value to our customers.
Jon Mantay, Vice President and Global Director of Operations

Jon has nearly 25 years of senior level local government administration experience in both city and county operations, including utilities, public works, community development, downtown redevelopment, urban renewal districts, parks and recreation and more. Plus more than a decade of private sector experience delivering exceptional services through public-private partnerships with local governments, state transportation agencies and private entities. He continues to direct, plan and coordinate operational activities and ensure policies and strategies that meet our clients’ expectations.
Jim Good, Director of Environmental and Industrial Water Operations

With a background leading public and private sector utilities, Jim is responsible for the safety, compliance, financial and operational performance of industrial wastewater and water treatment facilities. These range from simple groundwater treatment facilities to multi-barrier processes serving clients in sectors such as rail, pharmaceuticals, food processing and major industrials.
John Rickermann, Managing Director of Technical Services Group

John leads a team of technical experts who support full contract O&M projects at over 200 locations, as well as numerous consulting clients. His team includes more than 75 global experts in various technical fields who provide high-value, operations-focused approaches to solving challenges for municipal and industrial clients.
Jeff Heroux, Director of Environmental Compliance

Jeff has more than 30 years of environmental regulatory experience. As the director of the Compliance and Reporting group, he manages a team of regulatory specialists located throughout the U.S. and is responsible for ensuring compliance with environmental regulations at Jacobs-operated drinking water and wastewater treatment facilities. His team performs comprehensive onsite compliance audits, develops and delivers regulatory training programs and provides direct support to the treatment facility managers and staff.
Lynette Baker, Director of Resource Planning

As a trained environmental scientist with a varied background including work in transportation, city administration, water conservation and more, Lynette brings more than 25 years of success to her role. She currently supports sustainable growth within OMFS to ensure talent development and career support. She works with leadership to create long-term staffing plans, advance inclusion and diversity, and assess and optimize people management systems.
Drew Mearns, Biosolids Specialist

Drew brings over 20 years of experience with residuals management across various regions of the U.S. to Jacobs. He works with global projects on residuals management, including dewatering, disposal and taking an operational approach to provide best management practices and lowest cost alternatives.
Deyanna Respress, Geographic Operations Director

Deyanna is a seasoned director of external affairs with over 10 years of strategic planning relationship management experience. She oversees our municipal city services portfolio and is responsible for employee and client satisfaction, performance and people and resource management, among other things.
Mike Werner, P.E. Transportation Program Director

Mike has over 29 years of experience in the Transportation O&M industry. His experience includes roadway O&M, contract maintenance programs and traffic operations/ITS O&M, as well as incident management program oversight. Most recently Mike spent 15 year as the program director for O&M General Consultant Program with Florida’s Turnpike Enterprise.
