Travel Service Optimization is a new service designed by Jacobs to transform the home-to-school travel experience - helping to advance social inclusion and put the needs of the child first, while also supporting broader environmental and economic benefits.

The challenge

With the size of the population of children and young people with Special Educational Needs and Disabilities (SEND) growing and transport budgets tightening, Jacobs recognized the urgent need to help local authorities enhance the home-to-school travel experience for these children and young people.

In England, where Travel Service Optimization has been developed, councils and local government spend more than $1 billion (ÂŁ800 million) a year providing statutory transport for children and young people with SEND.

Regional authorities find it increasingly challenging to manage the transportation of these young people. This is because it is:

Our solution

We differ from traditional transport planning approaches as we focus on passengers first. We cluster SEND children and young people into groups, for more efficient and inclusive travel experiences, rather than focusing on the supply of vehicles.

This socially inclusive service better considers the needs of each and every child or young person with special educational needs. It also helps heads of travel, who want to improve the individual’s travel experience, use their limited budgets in smarter ways by increasing travel efficiency and effectiveness of procurement and potentially reducing transportation carbon emissions where possible.
